Also on the Project Nevada mod page there are instruction for how to do a manual install.Now the reason I still will defend my post as to why a Manual install will work is because back when I was modding my game I periodically made back ups of the main FNV folder just incase I installed a game breaking mod and had to do a clean install.

To test out if that was the cause I reinstalled by back up data, went through the steps to get the glitch, and solved it the same way.Now I realize all of this is anecdotal, but like I said at the very top this is what worked for me.
